Actually, now that I think more fully about what you are saying, I think
that you are correct -- WRC is taking into account that some TVs may
"automatically" decide that the channel no longer exists during the outage,
or even that someone may happen to manually run a channel scan during the
outage. So they are saying that some people (probably very few) might have
to rescan when they come back on the air. Not that they are changing
channels.
