[Scan-DC] new PG county trunk

Last I heard, PG is promised a free upgrade to the new standard when it is completed.

  doesn't seem wise to purchase a phase II system before the standard is

  I also understand that the Phase II protocols are still somewhat in flux -
  by the time PG comes up, if there will be any systems actually using Phase
  II, is speculative at best.
