Instead of me trying to rehash old discussions, check this thread out from RR - There is some thought (hope perhaps a better word) that at least some talkgroups *might* be monitorable but this is all purely speculation at this point...

And the scheme is--?

And what trunktrackers are expected in the future to allow making a 
distinction of the "current" crop?
