I think he's "retarded", as my Dad used to say.  My understanding is that Piringer "retarded" from Montgomery on July 1 to go to work for DC.  I saw all this on www.thewatchdesk.com, which is a forum for firefighters.

I gotta throw this out as an aside... Piringer cannot pronounce the word "escape"... he says "excape".  arrgh...
