[Scan-DC] Scan-DC Digest, Vol 63, Issue 6

I thought it was remarkable that the County's Traffic Operations 
Center had their camera pointed at the building  almost immediately 
after the dispatch and before any FD units were on the 
scene.  Although one responding unit did report a column of smoke 
while still a few minutes out.

If you've ever been to the ECC in Gaithersburg, you know that ECC and 
TOC occupy the same building. But I've never been to the TOC and I 
don't know their policies on covering public safety incidents with 
their cameras.
