[Scan-DC] Countdown

I believe it was written into the DTV act passed by Congress a few years 
back that set the date certain (and modified by Congress for the delay to 
June 12). If I recall, the actual language is 11:59:59 PM local time, so 
effectively midnight tonight. It was not in any of the FCC Orders, as I 
recall.
