[Scan-DC] Prison Break - Victor Cullen

Approx 7:15pm A major fight has broken out at the Victor Cullen Center near 
Sabillisville, Md (Frederick County)

Now reporting 17 #1 males have broken out and are fleeing into the woods.

More details to follow

Frederick County Sheriff, MSP Frederick, Thurmont City and Frederick City 
Police responding.

Call made for Trooper 3, but unable to fly due to weather.

Mutliple K-9 and SWAT units Enroute

Adams County Pa responding with everything they can spare

7:30pm MSP reporting they have 9 surrounded inside a maintenance shed.

7:45pm MSP reporting 9 in custody. (at least 8 still on the loose)

7:50pm MSP now reporting 10 in custody, with at least 2 still missing

7:53pm Employee reports at least 10 escaped the facility into the woods. 
Perimeters being set up. Victor Cullen is approx 1/2 mile from the Pa state 
line. To the best of my knowledge, Md has no interoperability with Pa.
