[Scan-DC] Monitor A Trunk System

John,
This system is only turned on when they are conducting driver surveillance
training.  In the past several weeks, I've only heard it active a couple of
times.

Since it seems to be a temporary, possibly portable system, maybe the feds
are using the same system up in Massachusetts.  Just a guess.
