Interesting - using the FCC database and searching in MD, that freq comes back to (among other users) the B&O RR Museum in Baltimore and also to Columbia Mall... both seem to be the most likely candidates in terms of the xmissions you heard, but obviously are a little far away to be heard all the way into NoVa tho...
I'll program it in here in Gaithersburg and see if I can hear anything.
