The same arguments have recently played out in Maryland.

Basically a bureaucracy/empire runs the MD medevac service.

They want to expand their empire. It means job security and higher pay  
grades as an end result. They had their own lobbyists for the state  
legislature.

They wanted several new helicopters but the legislature has stepped in.

Remember the goal of government is to grow.
