So then: what do you think is the reason?  If in your estimation it 
couldn't possibly be that it would be faster, what other possibilities 
exist?

- Mistakes?
  Think it would be faster, then it's not; too late to go back to Plan 
A?

- Incompetence?
  These people just don't know what they are doing?

- Trying to prove a point?
  Someone gets pressure to use the helos?

- Ulterior Motive
  Financial kickback from the helo company?

- Notoriety
  Hoping to get talked about on scan-dc ...?

It seems like the best answer is: there's something in the calculus that 
you just haven't thought of or don't have access to.

Isn't that the most likely answer?
