[Scan-DC] Arlington setting up landing zone

You can't transport a cpr or code in a helo.  I think Arlington uses
Medstar, then USPP, then Aircare.  If she had multiple trumatic
injuries the patient might have gone to Washington Hospital Center.
It might have been faster to get her their via helo then ground.
