[Scan-DC] Andrews 400 MHz TRS

The 400Mhz system has been off the air for at least a year.  It was 
non-existent during the JSOH last year.  The only freq of those in use any 
where close is the Martinsburg,WV VA Medical Center on 408.2 156.7PL.  It 
was in use prior to the system ceasing operation.
