Interesting.  I searched the second one in the FCC database - nothing jumped out at me except a church in Ft. Washington... only reason I noticed that one is because there is a Watkins Park in PG County - wondered if a church group had been to the park for some sort of field trip (in the rain?)... but "on base" doesn't add up.

But when I searched VA I found this:
