[Scan-DC] Who decides to divert a flight?

Every day, my recordings of ARINC on 129.45 now have at least two or three
consultations regarding vomiting passengers. It appears that the airlines
are under orders to consult with a Medlink physician any time there's a sick
passenger, due to the swine flu hysteria that's going around. Even some of
the pilots have been prefacing their consultations with the doctors with
"normally I wouldn't call for this, but..." None of the consultations I've
heard have resulted in the determination that the passenger(s) might have
swine flu.

All the talk about sick passengers remind me of the line from Airplane: "I
haven't felt this bad since we saw that Ronald Reagan film..." Or perhaps:
"I haven't seen so many sick people since that Anita Bryant concert."
