Thanks to all for both the private and public replies... as I suspected, both DC and VA are apparently no longer using SSNs for driver's license numbers, but the SSNs may still be used as an identifier by law enforcement.
Richard, do you know if the VA driver's licens is just a randomly-generated thing, or is there some sort of pattern?
Maryland uses soundexes... I forget how they work but it's on the internet, I've looked at it before.
What's with all this 90+ degrees!!!
