I guess what I meant was it is not up to the registrant to do so. It is all
done behind the scenes. I do not personally have to send in any proof of
passing the emissions test to get my registration renewed. In Georgia, you
had to receive a certificate from the testing station, and you had to send
that in with your payment for registration renewal. In Virginia, it's
computerized, and the testing station electronically verifies directly with
the state that it's OK to issue the renewal.
