[Scan-DC] Handbook on use of the radio spectrum for meteorology

Folks,

While only somewhat applicable to scanning, the ITU has released a handbook 
on the use of the radio spectrum for meteorology and climate-change 
research. Some of you in this group may find it interesting, as it describes 
what portions of the spectrum are used for which purposes by the 
meteoroligical community. It is authored by an ITU study group with which I 
am affiliated, although not being a meteorologist myself, my contributions 
to this document were very small. The ITU and the World Meteorogical 
Organization (WMO) have published this handbook jointly, and are making it 
available for free download, which is unusual for the ITU.
