Seems to me the plain language push for police is a result of the need for interoperability, AND the difficulty of getting various departments to use a uniform code system. If everyone uses the same codes, the codes themselves aren't so much the problem. If EMS providers can agree on a standard system which is used primarily for dispatch communications, not between on-the-scene units, they won't have the problems caused by multiple 10-code systems being used by officers trying to work together.

Codes are supposedly on the way out. Arlington does not use this neither does Fairfax.

I can't see how this is insonsisten with plain English, especially all EMS
agencies are using EMD. The only thing PG tacked on was the Victor disposition
(volunteer transport). All the others should be already in place, if only as
dispatch assignments.
