[Scan-DC] "New Interstate Channel"

FFX used to use 4I for major highway crashes and 4C was the talkgroup
for working fire incidents.
Seems like they're now using 4D for working fires.
No patches should be necessary for Montgomery units. Like most of
the metro area, both agencies operate on 800 MHz and their radios can
be set up to select talkgroups from both agencies.
