[Scan-DC] VSP video cameras on car

In DC & MD, the red light sensors are two retangular boxes in each of the
lanes immediately before the stop line. While I can not confirm this with
any proof, my belief is that the instant the light turns red, the sensors
become active. Therefore, as long as you are on the other side of the
sensors when the light turns red (the intersection side of the stop line),
you are safe. Again, this is based on my experience from what I have
**seen** and nothing else.
