[Scan-DC] VSP video cameras on car

I forgot that they provide the detection equipment for free. I much prefer
the ALPR though. I drove a LoJack car for two years without ever recovering
anything. Excellent point also about the fact that the local jurisdictions
get very little revenue. In Virginia if we charge under the state code
instead of the county ordinance we actually don't get anything.

Agreed - in Maryland the local agency gets very little money from each
ticket that an officer writes - very small. As a side note, the equipment
to detect the LoJack signal is provided to the agency for free from the
company. No investment - at least monetary.
