This is one argument I've never understood, why using technology to more
efficiently catch lawbreakers is seen a way to increase revenue, rather than
a way to increase compliance with the law. I think the likelihood of
getting caught should be high to deter people from speeding, driving while
suspended, stealing cars, etc. and to have consequences for those who do it
anyhow.

I've actually never understood why someone would think that would work
anyways. I mean geez, I've taken photos of vehicles before with my cell
phone camera and you can still read the plates through those covers.
Before too long it won't matter, car companies will be putting RFID chips in
every vehicle like airplanes have IFF transponders, it's only a matter of
time.
Big Brother wants to watch over us all, he needs the revenue.
