[Scan-DC] VSP video cameras on car

They've been using this system in Northern New York (St. Lawrence County
Sheriff) where I'm originally from for a few months now, so it's
proliferated even down to smalltown USA as well. I'm guessing that it's
been funded largely by homeland security grants that went into effect in
FY09 for much of the country.
