[Scan-DC] VSP video cameras on car

License plate checks shouldn't create much data traffic.  But 
updating a database in a laptop does.

I was told that in Montgomery County there are WiFi hotspots at fire 
stations with access limited to police and fire department 
vehicles.  (Not clear whether they operate on public WiFi frequencies 
or 4940-4990 MHz.)  Anyway, that's where updating the database in the 
laptop might be done.
