It's been long rumored that the USSR built a special underground subway
system to link the Kremlin with Vnukovo-2 airport and underground
shelters -- http://en.wikipedia.org/wiki/Moscow_Metro_2.

Perhaps we have a special extension of the Washington Metro to the White
House and  the Pentagon for emergency exits.
