It is actually part of a greater movement for plain language and
interoperability. I believe the federal NIMS compliance has a lot to
due with it. The Commonwealth of Virginia has mandated that all
agencies use only the 4 following codes:
Signal 1 - Officer Needs Assistance Immediately
Signal 2 - Backup non emergency
Signal 3 - Taking Subject into Custody
Signal 4 - Relay confidential information
