[Scan-DC] Digital tv/radio

Channel 37 (608-614 MHz) is not allocated to TV. It is allocated instead to
radio astronomy for continuum observing, and to low-power medical telemetry
devices that must coordinate with the radio astronomy service. There are no
TV stations (analog or digital) allowed on Channel 37.

What's special about channel 37? DTV is supposed to take up channels 2
through 36 and 38 through 51.
