[Scan-DC] PIC 270 N @ MVA involving school bus

This was declared a Mass Casualty Incident, but they didn't need to 
send the Mass Casualty Pod.
It was all clearly visible (and still is) on the I-270 & Montgomery 
Village camera on trafficland.com, even before the first units from 
Station 8 got there.
