[Scan-DC] Montgomery Traffic Cameras

Quite the contrary.  TMC almost always tries to get the incident in a 
camera so that the Fire Department dispatchers can display it on 
their big screen in the ECC, and so they can judge the impact on 
traffic flow.  I have heard incidents where the FD dispatcher 
directed a unit to a location and said things like "You can't miss 
it, we can see it in the camera".
