There is/was a Richmond Rails group, maybe one for Lynchburg too.

... the Alexandria King Street Station sees regular gatherings of railfans, particularly on weekends. The station operators are usually pretty receptive to the train buffs, sometimes even feeding information about the next trains through.

One nice thing about the Alexandria station is that there is a monitor in the ticket clerk's office aimed at the platfrom. The monitor is usually set to display the an ATCS-type view of the RF&P tracks from Quantico north. You can watch the passage of trains on this display.
