[Scan-DC] Silver Spring Shooting

SWAT just finished checking the building, the suspect was not found, 
they've terminated the incident and opened up the perimeter.
Once SWAT arrived and they switched from the Silver Spring ops 
channel A3 to the Tac channel A7 there were virtually no radio 
communications until "SWAT is going in" and "SWAT has cleared the building".
