[Scan-DC] How to load the Ft Myer 380 Trunk System??

I don't have firsthand experience with the JNCR system and a 296 but what I would try is: 
Create a UHF Type2/P25 system.
Program the control channels.
If possible set the band plan to    #1 380.000  12.5khz  0.   If that doesn't work add  #2 762.00625  6.25 khz   0  #3  380.000  12.5khz  0
These are band plan settings that my 396 automatically acquired when monitoring the Ft Myer site.


Going off how I program my Pro-106, 
Create a new TSYS - P25 AUTO and enter the control channels.  Set it to narrow FM and then move on to adding TGRPs or just a wildcard one.
That should be it.

  I can't get the Ft. Myer trunking system (Joint National Capital Region System) to trunk.  I have both a BC296D, and a GRE PSR-500.

  The 13 channels are listed on Radio Reference, but not the base, offset, steps.  Although I did find a consolidated list earlier that showed the Base as 136.00, step of 12.5, and offset of zero.  I assume the base of 136.00 is a typo.   I've tried several guesses at the correct base, but nothing works.  Since the 380 systems are pretty unique to the DC area, I hope someone knows what I am missing.

  This system is very busy today with mostly clear traffic, but I can't get it to trunk (trying on a PSR500, listening in conventional mode on the 296D).  

  Can anybody suggest how to get this to track properly on either radio?
