One freq to listen on is 168.8750 P25 NAC 653, this has been referred to as c-tac, which I guess is common tactical, and I have heard several different agencies using this freq, FBI, ATF, PARK POLICE, ETC. It seems to be a repeater and it is usually not encrypted.
