Anyway Jared when you ask for a file, please be specific as to what software you are using. I am going to assume you are using Starrsoft's Win96 (the clear champ, no matter what Gommert might tell you). Hopefully you haven't been duped into using Scancat Lite Plus...While we have files on the CHM website for DC police and fire here...

They are old and in serious need of updates(particularly the DC police)

If no one answers here (doubtful), I'd highly suggest getting a premium subscription to RadioReference...

and downloading the data directly from the database. Note that there is a trick to programming the DC cops - it requires the use of a second offset on the UHF freqs to track properly, something AFAIK you cannot do manually. This wiki article has a screen shot to help you along...
