[Scan-DC] Inauguration files

It's been so darn long, I had forgotten we had this - we have 2 pages on the CHM site that houses ARC250 and Win96 files - including some for the Inauguration...

These files are old, and will need a good deal of upgrading. Particularly so with the DC police, since there are some new UHF freqs and an offset that we didn't know about back then. But if you have a BC250, 785, 796, 296, Pro-96 or PRO-2096 you will at least have a place to start. Remember that if the file has a .zip extension you will need to extract it with WinZip or similar
