[Scan-DC] Montgomey county fire rescue 700 #'s

The COG in the DC area determined that all of the counties should have a significant numbering system to confuse the enemy..  

Montgomery County is 700 as follows:  

old designator            new designator
co 1 - 
truck - 1                        701
etc for each station
co 4
Truck - 4                        704 sandy spring
co - 17
truck - 17                        717 Laytonville
