[Scan-DC] programming for Inauguration day

With another Inauguration just a scant 2 months or so away, (and the massive interest the news media has described) I thought it might be useful - particularly for the newcomers among us - to review a few things for programming the digital scanners for this event. A digital scanner will be needed to copy the Metro PD 400 Mhz system - a Pro-97 or similar analog trunktracker won't cut it.
