[Scan-DC] Scanner Recomendations

[David Schoenberger]

Spotsylvania only uses Pro-Voice on one sheriff talkgroup.  They do
not use ESK.  I don't know what their future plans (if any) for
expanding the use of Pro-Voice or enabling ESK.
