[Scan-DC] AWACS in Blacksburg?

Currently circling downtown Blacksburg and the Virginia Tech campus is an AWACS-lloking aircraft, identifying himself on the Virginia Tech/Montgomery Executive Airport Unicom frequency as "Bluetail 02" as he makes the circuit.  Its a high-wing prop job with an odd double-boom tail. There is a blue sunburst on the stabilizer, but I really can't see any other markings at the distance and altitude. He keeps announcing his location in the pattern, "left downwind for runway 12" but  hasn't made a move to land. He just now (3:50 p.m.) announced he is heading east.  Several of us around the office here are just curious about what this is and who is is.
