Sorry about the link problem -- it worked OK for me.
The last line of the article adresses the 6.25 kHz issue, they will get
the FCC required 6.25 KHz equivalent by creating two paths in one 12.5
kHz channel -- so no, there is no 6.25 kHz channel. Meeting the FCC
requirement is the key here -- they do not need to do 6.25 if they can
put two audio paths in one 12.5 channnel. This is what Motorola is
doing with its MOTOTRBO radios. However it's not over 'til it's over!

Although it still isn't clear from this article, it appears that to meet
a "6.25 kHz equivalent," they are instead proposing a 12.5 kHz signal
that carries two separate time slots. So, still, no actual 6.25 kHz
plan, as far as I can tell.
