For Fire/EMS, Condition II means that they cannot set the radios in the fire
stations in "quiet" mode, meaning they cannot have the radio squelched to
only open up when they receive a call with their tones to open the squelch.

We're getting dumped on big-time here in Centreville, VA.  I'd guess about 2
inches of rain have fallen in the last 30 minutes, wind gust just hit 63 a
few minutes ago.

Fairfax County PD just went to "Condition II" whatever that means.
