[Scan-DC] Arlington radio tests today

Arlington is doing a lot of live testing of their trunked radio system today
using PD channel 1A. They seem to have a crew going around to various
locations (mostly Metro platforms) and doing the ol' "Can you hear me now?"
routine. They also were testing the alert tone earlier today. It's not clear
why they couldn't use a non-critical channel for this. It would seem that
the RF channel used for such a test, not the TGID, would be the important
factor.
