[Scan-DC] Assistance with Programming

I am in the process of purchasing an APCO-25 compatible portable scanner
(BCD-396T); however, I have just enough scanner programming knowledge to
be dangerous.  I am looking to program it (both digital and analog) for
a number of areas around the United States, including, but not limited
to, Washington DC; Baltimore, MD; Anne Arundel County, MD; Minneapolis,
MN; Madison, WI; and Maricopa County, AZ (Phoenix) (I believe there may
be some pre-programmed cities already in the unit such as LA, etc.).
And so, my question is, is there anyone out there who is into
programming such a radio and that would be interested or willing to do
this (for a reasonable fee) or can refer me to someone who can?  I must
also confess, I do not have all the frequencies needed for the cities
I've listed.
