[Scan-DC] Arlington & DC working possible drowning

Arlington put back in service; seems that there was nothing they could do.

Call was originally reported as a woman in a canoe in the Potomac near the
Key Bridge looking for a child in the water. Much confusion over exact
location due to language barrier with multiple callers. Eventually the
helicopter spotted a child face down in the water. DC fire boat picked up
the child and was "working" on it, but it sounds as if nothing was able to
be done.
