Wow! That's some high-tech equipment that requires trained people to operate. I wonder if they make Haz-Mat certification a condition of taking the position.
Looking at it from another view: AT&T is a business. What is in it for them to operate and maintain the NDR? You figure every few years you've got to totally replace vehicles and equipment. That costs a lot of money.
You could aruge that if a CO (or 2, or 3) get wiped out, they'd need the NDR to restore service in order to keep revenue. But if that were the case, the focus would be restoring the CO instead of restoring traffic.

If you guys want to take a look at some serious tech gear put on
flatbeds and in trailers, check out this blog post today on Engadget
They managed to get invited to a disaster drill in which AT&T brings
in basically a 'mobile CO' and re-establishes services, complete with
satellite uplinks, generators, and their own 'in-house' hazmat crew.
Lots of toys.
Pretty neat.
