WTOP did, in fact, use jingles for a very short while around 1980.  I was working there at the time and watched as the Airmen of Note recorded the vocal tracks.

It was the infamous "Know-It-All" jingle package.....

"Know it all, know it all.  Get news of all sorts.  Know it all, know it all.  From traffic, to weather to sports."

Yes, really!  I wish I'd kept a copy of them.  (Steve Thompson, did you)??
