John you would always use the DEC talkgroups. As I understand it, the GRE PSR500 and 600 may use either.

However, I wouldn't go building a scan list out of a list that's a year old on a system that was not up until now. Things might have changed since then. I'd start by running in ID Search mode, and recording each talkgroup as it comes up. Then compare it to the list as given in the newsletter, and move on from there. There's lots of software for the 396 that can log talkgroups and record audio, including, if memory serves me, ID Tracker II (which is freeware).

This will also be useful to log and record the changes to the old system....
