Scott,

What you saw were the BAC 1-11s from the Northrop Grumman Test Facility 
at BWI.  They will usually take off in tandem with one another or one 
BAC 1-11 with a T-39 Sabrelioner. All their aircraft have all-white 
paint jobs.  They are a joy to watch take off. Obviously old fighter 
jocks at the controls.

They are up now with the PAX Echo Control (291.15).  They are the test 
bed aircraft for comms & avionics equipment to be installed on the F-22s 
and the new Joint Strike Fighter under development.
