COMMUNICATIONS SYSTEMS PROJECT MANAGER

Department of Emergency Communications - Division of Emergency
Management



Salary Range: $57,917- $92,410 per year (exempt; full benefits)

(full-time; 40 hours per week; Monday – Friday; 8 a.m. – 4:30 p.m.)

KIND OF WORK:

This technical position is responsible for coordinating the
development, configuration, administration, operation, and maintenance
of Frederick County’s 800 MHz radio system and related systems. This
position will serve as the facilitator of the Frederick County Radio
System Users Group and is the primary liaison to system users and
regional communications partners.  Varied technical and administrative
duties are also performed in support of the Division of Emergency
Management and its Departments of Emergency Communications and
Emergency Preparedness.  Supervision is given to support staff and
contractors. Supervision is received from the Director of Emergency
Communications.

EXAMPLES OF WORK:

•       Coordinate activities between County government and local
Motorola Service Shop

•       Coordinate administration and management of Frederick County’s
800mhz radio system; Provide technical support to Frederick County
mutual aid partners; Manage and maintain radio system subscriber
database to ensure accountability for all system assets

•       Coordinate and provide technical support for the diagnosis and
resolution of hardware and software problems at the system, console,
and user levels

•       Participate in resource planning to ensure appropriate
capacity and service levels are maintained

•       Coordinate with vendors providing communication services under
contract

•       Supervise and provide technical leadership to lower-level
personnel

•       Coordinate and perform scheduled backup of the system
configuration and subscriber units’ databases in cooperation with the
Interagency Information Technologies Division

•       Ensure compliance with all Federal Communications Commission
(FCC) rules and regulations for Frederick County radio transmitters

•       Renew and modify current FCC licenses and obtain new licenses;
Coordinate FCC inspections of Frederick County facilities

•       Coordinate frequency issues within Frederick County and
adjacent jurisdictions; Coordinate resolution of frequency
interference complaints

•       Responsible for initiating, tracking and closing Customer
Service Requests (CSRs) for County Radio System; Initiate work orders
for vendor support of critical public safety radio system

•       Determine and implement proper course of action for handling
all system outages and trouble calls in coordination with Director of
Emergency Communications

•       Provide on-site support as requested during system upgrades,
major events, disasters, etc.

•       Prepare technical specifications for new or replacement
equipment

•       Responsible for technical review of equipment specifications
for voice and data radio systems operated by the Division

•       Coordinate 24/7 on-call response for complex or severe system
problems or outages

•       Represent Frederick County as the technical and system
management point of contact with vendors and other jurisdiction
representatives

•       Provide user training on dispatch consoles and mobile/portable
equipment

•       Perform other related duties as required

QUALIFICATIONS AND REQUIREMENTS (special requirements continue below):

•       Bachelor’s degree from an accredited college or university –
preference may be given for a this degree in Communications,
Electrical Engineering, CIS, IT or related field

•       Minimum 5 years work experience managing technical systems
(i.e. radio, cellular, information or telecommunication systems)  -
additional years of related work experience may reduce the education
requirement*

•       Preference may be given for:

            -        Experience working with Microsoft software
(including Excel, PowerPoint and Access);

            -           Contract management work experience;

            -           Work experience as System Administrator in a
Microsoft Active Directory and domain naming system (DNS) environment;

            -           Work experience using Hewlett Packard OpenView
network management tools, or equivalent technology;

            -           Work experience configuring and maintaining
Hewlett Packard 5300XL LAN switches, or equivalent technology;

            -           Work experience managing Hewlett Packard DL390
G5 servers, or equivalent technology;

            -           Work experience administering VMware ESX
server software platform;

            -           Motorola Technician and/or System Manager
certification or work experience in Motorola analog and digital radio
communication technology;

            -           Work experience with emergency field
communication operations and emergency management operations; and/or

            -           Certification by the National Association of
Radio and Telecommunications Engineers

•       Ability to administer and oversee large, complex
communications related projects

•       Demonstrated knowledge of Motorola analog and digital radio
communications technology VHF, UHF conventional and trunked
700-800-900MHz systems with public safety emphasis; wireless
communications equipment repair and billing practices; FCC rules and
regulations; Local/State/Federal Interoperability requirements;
wireless communications legislation

•       Ability to effectively administer budgets and other fiscal
matters

•       Strong and effective written and spoken (English)
communication skills, including public speaking skills with ability to
accurately interpret and explain technical data and regulations in
layperson’s language

•       Ability to effectively organize work, determine priorities and
complete assigned work with minimal supervision

•       Ability to develop and maintain effective working
relationships with public officials, co-workers and the general public

•       Physical requirements include the ability to make on-site
inspections of radio system facilities

SPECIAL REQUIREMENTS:

•       Ability to provide own transportation as needed for meetings,
field visits, etc.

•       Available for evening and/or weekend hours to accommodate
meetings, programs and departmental priorities or emergency incidents

5)     A pre-employment physical examination & drug test



NOTE:  This position is subject to random drug testing

*  At the discretion of Emergency Communication’s administration, this
position may be hired at $54,084-$86,278 with an Associate’s degree
and minimum 6 years work experience managing technical systems.
